That phenomenon has played out in Texas electricity markets, where few customers are willing to navigate the maze of power plans in the hope of shaving a few cents per kilowatt hour from their electric rates, according to the Texas Coalition for Affordable Power which buys electricity on behalf of municipal governments in Texas. As result, customers in regulated markets such as San Antonio and Austin on average pay less for electricity than those in deregulated markets like Houston, according to the coalition.
Prepaid electricity plans are yet another option available to Texas customers. Prepaid plans let you avoid credit checks and deposits by pre-paying for your electricity. 2013 On March 14, CenterPoint Energy announced it was teaming up with ArcLight Capital Partners LLC and Oklahoma City-based OGE Energy Corp. (NYSE: OGE) in an $11 billion deal to create one of the largest master limited partnerships in the U.S. The joint venture includes OGE Energy and ArcLight's midstream transportation, gathering and processing business, Enogex LLC, and all of CenterPoint Energy's interstate pipelines and field service businesses. ArcLight Capital Partners is a Boston-based energy investment firm.
The cheapest rates are going to have shorter contract terms. For instance, a 3 month term is cheaper than a 6 month term and a 6 month term is cheaper than a 12-14 month term. So if you are able to remember to call before your contract expires (they will notify via mail you that your contract is about to expire), then the 3 or 6-month term is your best bet. If you don't call to renew/cancel, you will be charged a much higher variable rate on a month-to-month basis. If this is you, sign for a 12-month contract term with the cheapest rate.
Prices on longer term plans of a year or more have also risen significantly. Retail electricity providers are reluctant to discuss their prices — especially rising ones — but the Association of Electric Companies of Texas, a trade group, estimated that the rate on a one-year fixed price offer on the Power to Choose website has climbed more than 20 percent over the past year to an average of 11.1 cents per kilowatt hour.
Energy sellers must provide collateral to ERCOT to cover expected future costs of buying wholesale electricity and if the companies don’t have enough capital, they get shut down. Breeze Energy, a Dallas-based electricity retailer that sold wind-energy plans to 9,800 customers including many in the Houston area, got caught in that financial squeeze when it defaulted on its collateral obligations.
Canadian electricity is cheap at 10 US cents per kilowatt hour, which is reflected in their high average electricity usage. US electricity prices at 0.12 $/kWh are also quite cheap internationally. In India and China they are very cheap. The UK is in the middle at 20 cents. It’s relatively expensive globally but not too bad for Europe, where most countries pay a high share of tax on their power.
Prices are expected to go up so quickly that Direct Energy has stopped selling its "Power-to-Go" plan to new customers this summer, a prepaid plan that changes rates each month depending on wholesale prices. Instead, the company is encouraging its customers to lock in for longer periods of time. Customers who used up to 2,000 kilowatts each month could get a 12-month contract for 11.7 cents per kilowatt hour in May compared to the same plan for 9.1 cents per kilowatt hour one year earlier.
Utility companies are responsible for transmission and delivery of electricity even in energy deregulated parts of Texas and should be contacted in the event of a power outage. Your retail energy supplier may provide you competitive electric rates or exceptional customer service, but they cannot repair power lines or restore your service. The increase in retail rates come as companies prepare for surging prices in the wholesale electricity markets where they buy their power. Forecasts of higher than normal temperatures and record power demand are coinciding with the shutdown of at least three coal-fired plants, leading to concerns that temporary shortages on the hottest summer days could send wholesale prices, which typically average less than $50 per megawatt hour, spiking to $3,000 per megawatt hour or higher. (A megawatt hour is 1,000 kilowatt hours.)
But competition didn't necessarily end up cutting prices, according to the report. One contributing factor is confusion among customers as they try to choose among scores of retail electricity providers and the overwhelming variation of plans, leading many to just stick with familiar companies rather than look for better deals, according to the Texas Coalition for Affordable Power .
On the other hand, month-to-month variable rate (no-contract) plans don’t have cancellation fees. You won’t be penalized if you find a better deal elsewhere and want to make another switch. And, you won’t be stuck paying more than you should be if the market rate for electricity trends down. But, if it goes up, you’ll be paying more than your in-contract neighbors, and you’ll likely want to shop around again for a better deal.
