​2013 ​On March 14, CenterPoint Energy announced it was teaming up with ArcLight Capital Partners LLC and Oklahoma City-based OGE Energy Corp. (NYSE: OGE) in an $11 billion deal to create one of the largest master limited partnerships in the U.S. The joint venture includes OGE Energy and ArcLight's midstream transportation, gathering and processing business, Enogex LLC, and all of CenterPoint Energy's interstate pipelines and field service businesses. ArcLight Capital Partners is a Boston-based energy investment firm. 

Ultimately, analysts said, this means that the vast majority of customers are not reaping the benefits of electricity deregulation, which promised that more competition would mean healthy savings. One analyst estimates that consumers are leaving about $2 billion a year on the table, which is likely flowing to the bottom lines of retail electricity companies.
Using an average of 1,063 kWh of power each month, Houston’s energy consumption rates exceed the national average by over 100 kWh. As a city however, it does manage to maintain a lower monthly energy charge than the rest of the US, incurring an average fee of $99 in comparison to the $112 national monthly average. To further save on their plans each month, residents can choose from a selection of Texas-based energy suppliers and service plans.
The low teaser rates for consumers available just a month ago have disappeared, making it impossible for buyers who average about 1,000 kilowatts a month to lock in a three-month rate for less than 18 cents a kilowatt-hour, according to PowertoChoose.org, the price comparison tool run by the Public Utility Commission of Texas. A year ago, Texans shopping for a three-month contract could find rates that were less than 7 cents a kilowattt hour while earlier this spring, bargains were still available for less than a nickel a kilowatt hour.
With over 2.3 million residents, Houston is the largest city in Texas and the fourth most populated in the United States. Encompassing over six hundred square miles, Houston stands as the fifth most popular metropolitan area in the country and gets its name from the commander who won Texas’ independence from Mexico in 1836. The city lies in the southeastern portion of the state within a deregulated Electricity market and as such, allows residents to select an energy provider from the various service companies that serve the state.
Then, in 2002, Texas deregulated the electricity market and everybody cheered!  Except that, sure, deregulation opened up the market to competition that may (or may not) have resulted in lower rates, but it introduced a whole host of other issues.  These issues may not have been factors before but now they’re critical when you’re on the look-out for cheap Houston electricity providers.

As a result, power companies have shut down Texas coal plants unable to compete with lower-cost generators. Meanwhile, the low electricity prices of recent years — a function of cheap natural gas — and small profits have discouraged companies from investing in new power plants. The threat of price spikes have been long in the making, the result of changing economics of power production. “The whole business model of the industry is to get people in on the promotional rates and then jack up their rate when the promotional rates end,” said Trent Crow, a former JP Morgan energy trader and founder of Real Simple Energy, a website that helps consumers find low-cost electricity plans. “I don’t think people realize how much they are overpaying.”
